摘要:

目的】分析影响我国建设用地集约利用的因素,为提高建设用地集约利用水平提供参考依据;【方法】采用理论分析和面板数据GLS模型方法;【结果】土地资源禀赋与建设用地集约利用呈负相关关系,科技进步、经济发展水平、建设用地利用政策与建设用地集约利用呈正相关关系。具体来看,土地市场化改革与经济体制改革对建设用地集约度的提高具有明显的促进作用,政府关于容积率等方面的土地利用政策在一定程度上对建设用地集约度的提高起到了积极的作用。在地方政府因素中,地方政府关于外商投资的竞争以及土地市场监管的缺失对建设用地集约利用产生了不利影响;【结论】规范地方政府行为,推进土地市场化改革和经济市场化改革,加强建设用地利用政策调控,将有助于提高建设用地的集约利用水平。

Abstract:

ObjectiveThe purpose of this study is to analyze the influencing factors of intensive use on construction land in China, which intends to provide references for increasing the level of intensive use on construction land.MethodGLS model based on provincial-level panel data.ResultsLand resource endowments and intensive use of construction land were negatively correlated. Scientific and technological progress, economic development and construction land use policies correlated positively with intensive use of construction land. Specifically, the reform of land market and economic institution greatly improved the degree of intensive use on construction land; The government’s land use policies on plot ratio had positive influence on the intensive use of construction land to a certain extent. About the factors of local government, the competition among local governments on attracting overseas investment and the incompletely supervised land market had a bad effect on the intensive use of construction land.ConclusionTo regulate the behavior of local governments, promote the reform of land market, and strengthen the control of land use policy are helpful to improve the degree of the construction land intensive use.
