Abstract: 【Objective】 The efficiency evaluation of ecological civilization construction (ECC) is important for guiding the ECC in different regions. 【Method】 This article chose Delph method to establish an evaluation system of ECC. Based on the major functional zones, the present study evaluated the ECC of Sichuan Province at county level (includes 183 counties) via 5 primary indexes 35 secondary indexes.【Result】 123 counties belonged to balanced type, and 22 counties had great ecological advantages. The ecological environment quality and the corresponding ecological progress index of Sichuan Province had been improved after the application of ECC. However, the difference of environment quality and ecological progress index varied largely in different functional zones at the county level. 【Conclusion】 The present evaluation system based on the major functional zones could quantify achievement of ECC accurately, highlighted existing problems in the process of ECC, and pointed the direction to future ECC.
