基于SBM模型的农业环境技术效率分析——以山东省为例

The Analysis of Agricultural Environmental Technical Efficiency Based on SBM Model: Taking Shandong Province as An Example

摘要: [目的] 分析我国当前农业环境规制对农业环境技术效率的影响,加强农业环境规制建设,为提升农业环境技术效率,提供理论依据。[方法] 以山东省农业生产为例,在SBM模型和SBM-NS模型的基础上通过构建环境技术效率测算模型,测算环境规制对山东省农业环境技术效率的影响。[结果] 环境规制会带来山东省农业平均29.5%的农业环境技术效率下降,但下降有减少的趋势。在考虑环境规制后,有11个地市的农业环境技术效率出现显著下降,从山东省整体看土地投入冗余55.7%,劳动力投入冗余44.8%,资本投入冗余25.4%,二氧化碳过量排放49%。[结论] 环境规制会产生农业环境技术效率下降,其根本原因是粗放式的农业生产模式。在山东各市效率下降的具体因素中,土地、劳动力、资本、二氧化碳排放具有不同权重。

Abstract: [Objective] The aim of the study was to analyze the impact of environmental regulation on the agricultural environmental technical efficiency in Shandong province. [Method] This paper constructed technical efficiency measurement model based on the SBM model and SBM-NS model. nd estimated the impact of environmental regulation on the agricultural environmental technical efficiency, using the data of agriculture production in Shandong province. [Results] The study found that, environmental regulations would bring about a decrease of 29.5% of the agricultural environmental technical efficiency in Shandong province on average, but the decrease had a tendency to decline. The agriculture environmental technical efficiency significantly decreased in 11 cities taking environment regulation into consideration. The surplus of input in land, labor, capital and the emission of CO2 is 55.7%, 44.8%, 25.4% and 9% separately. [Conclusion] Environmental regulations can cause the decrease of agricultural environment technical efficiency, and the basic reason is the extensive mode of agricultural production. Among the factors which caused the decrease, the weights of land, labor, capital and CO2 emission are different.
